GENCARE: Journal of Health Empowerment and Community Innovation is a peer-reviewed, open-access scholarly journal focusing on the implementation and evaluation of community-based health empowerment programs and applied health innovations, particularly in nursing and midwifery. GENCARE provides a scholarly platform for disseminating evidence-based initiatives and program outcomes that address identified community health needs through health education, capacity building, practical skills training, participatory approaches, and sustainable health practices.
GENCARE publishes scholarly reports on health programs implemented in collaboration with community members, healthcare professionals, academic institutions, and relevant stakeholders. Its primary areas include patient and family empowerment, self-care education, caregiver training, maternal and child health education, chronic disease self-management, community health literacy, and participatory health innovations. Submitted manuscripts should clearly describe identified community health needs, program objectives, implementation methods, meaningful community participation, evaluation procedures, documented outcomes, practical benefits, and potential sustainability. The journal emphasizes the practical application of scientific knowledge to improve individual, family, and community health through community-engaged programs rather than conventional studies without a community-based implementation component.
Focus and Scope
GENCARE: Journal of Health Empowerment and Community Innovation publishes scholarly reports on the implementation and evaluation of community-based health empowerment programs and applied health innovations, particularly in nursing and midwifery. The journal emphasizes the translation of scientific evidence and professional knowledge into practical educational, caregiving, and capacity-building programs for patients, families, caregivers, health volunteers, and community groups.
Its defined scope is community-oriented educational and skills-based programs, with attention to practical benefit, participant involvement, measurable changes, and continuity of care. The scope is intentionally limited to distinguish GENCARE from journals primarily publishing general nursing research or population-level public health research.

- Patient Self-Care and Family Caregiving: self-management education, home-based care skills, caregiver training, and supported continuity of care.
- Maternal, Child, and Family Health Empowerment: educational and supportive initiatives within nursing and midwifery practice.

Manuscript eligibility: Submissions should report a program that has actually been implemented, explain the needs assessment, target participants, program procedures, participant involvement, ethical safeguards where relevant, evaluation methods, and observable outcomes. GENCARE does not prioritize general epidemiological surveys, population-level policy analyses, stand-alone clinical effectiveness trials, or conventional observational studies without a community-oriented implementation component. Programs outside nursing and midwifery must demonstrate direct relevance to these professional practice areas and to the journal's defined educational and caregiving focus.
Publication Frequency
GENCARE: Journal of Health Empowerment and Community Innovation is published biannually, with two issues released each year in March and September.
The journal adopts a continuous editorial workflow to support efficient manuscript submission, peer review, revision, editing, and publication within each issue cycle.

Archiving Policy
GENCARE: Journal of Health Empowerment and Community Innovation is committed to ensuring the long-term preservation and accessibility of its published scholarly content. To support digital preservation and safeguard academic materials, the journal utilizes recognized archiving systems.
The journal supports the LOCKSS (Lots of Copies Keep Stuff Safe) system, which allows participating libraries to collect, preserve, and restore journal content in the event of data loss or system failure. Through the LOCKSS network, multiple copies of journal content can be stored across distributed locations to ensure durability and permanent access.
In addition, the journal supports the PKP Preservation Network (PKP PN), a digital preservation service developed by the Public Knowledge Project. This preservation mechanism is intended to help ensure that published journal content remains securely archived and accessible over the long term.
Through these digital preservation mechanisms, GENCARE is committed to ensuring that published articles remain permanently available and accessible to the academic, professional, and wider community.
Fokus dan Ruang Lingkup
GENCARE: Journal of Health Empowerment and Community Innovation mempublikasikan laporan ilmiah mengenai pelaksanaan dan evaluasi program pemberdayaan kesehatan berbasis masyarakat serta inovasi kesehatan terapan, khususnya dalam bidang keperawatan dan kebidanan. Jurnal menekankan penerapan bukti ilmiah dan pengetahuan profesional melalui program edukasi, pendampingan perawatan, serta penguatan kapasitas yang bermanfaat bagi pasien, keluarga, pendamping perawatan, kader kesehatan, dan kelompok masyarakat.
Ruang lingkup GENCARE secara khusus menekankan program edukasi dan pelatihan keterampilan kesehatan berbasis masyarakat, partisipasi sasaran, manfaat praktis, perubahan hasil yang terukur, dan kesinambungan perawatan. Pembatasan ini ditujukan untuk membedakan GENCARE dari jurnal yang berorientasi pada penelitian keperawatan umum atau penelitian kesehatan masyarakat pada tingkat populasi.
Bidang yang menjadi fokus meliputi:
- Edukasi Keperawatan Berbasis Masyarakat: edukasi partisipatif dan pelatihan keterampilan praktis yang berkaitan dengan keperawatan.
- Perawatan Diri dan Pendampingan Keluarga: edukasi manajemen diri, keterampilan perawatan di rumah, pelatihan caregiver, dan dukungan kesinambungan perawatan.
- Pemberdayaan Kesehatan Ibu, Anak, dan Keluarga: kegiatan edukatif dan pendampingan yang relevan dengan keperawatan dan kebidanan.
- Edukasi Perawatan Kondisi Kronis: pelatihan pengenalan gejala, perawatan harian yang aman, dukungan kepatuhan terapi, dan pengambilan keputusan mencari pertolongan.
- Peningkatan Kapasitas Kader Kesehatan: pelatihan terstruktur dan pendampingan kader maupun keluarga pada topik keperawatan dan kebidanan yang relevan.
- Inovasi Edukasi Partisipatif: adaptasi media pembelajaran, edukasi digital yang mudah diakses, dan alat bantu yang sesuai kebutuhan lokal.
- Implementasi dan Evaluasi Program: dokumentasi proses, penilaian sebelum dan sesudah program, demonstrasi keterampilan, umpan balik peserta, serta perencanaan keberlanjutan.
Kelayakan naskah: Naskah harus melaporkan program yang benar-benar dilaksanakan dengan penjelasan mengenai identifikasi kebutuhan, sasaran, tahapan pelaksanaan, keterlibatan peserta, aspek etik yang relevan, metode evaluasi, dan hasil yang dapat diamati. GENCARE tidak memprioritaskan survei epidemiologi umum, analisis kebijakan kesehatan populasi, uji efektivitas klinis yang berdiri sendiri, atau penelitian observasional tanpa komponen implementasi program berbasis masyarakat. Program dari bidang selain keperawatan dan kebidanan perlu menunjukkan keterkaitan langsung dengan praktik kedua bidang tersebut dan dengan fokus edukasi serta pendampingan perawatan.
Frekuensi Publikasi
GENCARE: Journal of Health Empowerment and Community Innovation diterbitkan dua kali dalam satu tahun, yaitu pada bulan Maret dan September.
Jurnal menerapkan alur editorial berkelanjutan untuk mendukung proses submission, peer review, revisi, penyuntingan, dan publikasi naskah secara efisien dalam setiap siklus penerbitan.

Jurnal mendukung sistem LOCKSS (Lots of Copies Keep Stuff Safe), yang memungkinkan perpustakaan mitra untuk mengumpulkan, melestarikan, dan memulihkan konten jurnal apabila terjadi kehilangan data atau kegagalan sistem. Melalui jaringan LOCKSS, beberapa salinan konten jurnal dapat disimpan pada lokasi yang terdistribusi guna mendukung keberlanjutan dan akses permanen.
Selain itu, jurnal mendukung PKP Preservation Network (PKP PN), yaitu layanan preservasi digital yang dikembangkan oleh Public Knowledge Project.
