Corrections, Withdrawals, Retractions, and Expressions of Concern Policy

GENCARE: Journal of Community Service in Health is committed to maintaining the accuracy, transparency, reliability, and integrity of the scholarly record. The journal follows the recommendations and ethical principles of the Committee on Publication Ethics (COPE) .

When errors, misleading information, ethical concerns, publication misconduct, or other significant problems are identified in a submitted or published article, GENCARE will take appropriate editorial action according to the nature and seriousness of the issue.

Corrections

A correction is issued when a published article contains an error that requires clarification or amendment but does not invalidate the overall reliability, interpretation, or conclusions of the reported community service activity.

Corrections may be issued for matters including:

  • Typographical or production errors
  • Incorrect author names or affiliations
  • Errors in tables, figures, captions, or labels
  • Minor numerical or descriptive inaccuracies
  • Errors in acknowledgments or funding information
  • Minor inaccuracies in program descriptions that do not alter the main conclusions

A corrigendum may be published when authors identify an error after publication, while an editorial correction may be issued when the error originates from the journal or production process.

Corrections will be clearly identified, published as a separate notice where appropriate, and permanently linked to the original article.

Article Withdrawal

Article withdrawal may be considered in exceptional circumstances before an article has become part of the permanent final scholarly record, particularly when serious ethical, legal, or publication problems are identified.

Reasons for withdrawal may include:

  • Duplicate or simultaneous publication
  • Serious plagiarism or copyright infringement
  • Fabrication or falsification of data or program documentation
  • False representation of community service activities
  • Serious ethical violations involving participants or community partners
  • Unauthorized publication of confidential or identifiable participant information
  • Serious legal concerns
  • Major publication errors that cannot be corrected appropriately

Editorial Action

Where withdrawal is considered necessary, a withdrawal notice may include:

  • Article title
  • Author names
  • Reason for withdrawal
  • Date of withdrawal
“This article has been withdrawn from publication.”

Retractions

A retraction is issued when there is clear evidence that a published article contains serious problems that substantially compromise the reliability, integrity, or validity of the publication.

Criteria for Retraction

An article may be considered for retraction when:

  • Data or evaluation results have been fabricated or falsified
  • Significant plagiarism is identified
  • The article represents duplicate or redundant publication
  • Community service activities or participant involvement were substantially misrepresented
  • Serious ethical violations involving participants, patients, or community partners are identified
  • Required informed consent was not obtained in circumstances where it was necessary
  • Images, documentation, or program results were materially manipulated
  • There is serious copyright infringement
  • Major errors invalidate the principal conclusions
  • The article contains findings or claims that are no longer considered reliable
  • Serious legal or ethical violations are confirmed

Editorial Action

When an article is retracted, GENCARE will:

  1. Publish a clearly identified retraction notice
  2. State the reason for the retraction
  3. Identify who initiated the retraction where appropriate
  4. Permanently link the retraction notice to the original article
  5. Retain the original article in the scholarly record with clear identification that it has been retracted
“RETRACTED: This article has been retracted from publication. Please refer to the accompanying retraction notice for further information.”

Where technically feasible, the PDF version of the article will be clearly marked or watermarked as RETRACTED.

Possible Actions Following Serious Misconduct

Where serious misconduct is confirmed, the journal may take proportionate actions in accordance with publication ethics procedures. These may include:

  • Written notification to the authors
  • Request for clarification or supporting documentation
  • Temporary restriction on new submissions in serious or repeated cases
  • Notification of the authors' institution or relevant authority where appropriate
  • Correction, expression of concern, or retraction of affected publications

Any action will be based on available evidence and appropriate editorial assessment rather than allegation alone.

Article Removal for Legal or Safety Reasons

Complete removal of a published article is extremely rare and will only be considered where continued public availability would create a significant legal, privacy, ethical, or public safety risk.

Examples may include:

  • A legally enforceable court order
  • Defamatory or unlawful content
  • Serious violation of participant or patient privacy
  • Publication of confidential personal or medical information without authorization
  • Content that presents a serious and immediate risk to public health or safety

Where an article must be removed, bibliographic metadata and an explanatory notice will normally remain available whenever legally and ethically possible.

Article Replacement

Replacement of a published article will only be considered in exceptional circumstances. Where an article contains serious errors but a corrected version can appropriately preserve the scholarly record, the original article may be retracted and replaced with a corrected version.

The replacement article and associated notice will clearly explain the reason for replacement and will remain linked to the original publication record.

Expressions of Concern

An Expression of Concern may be published when editors have substantial concerns regarding the integrity or reliability of an article but sufficient evidence is not yet available to justify correction or retraction.

An Expression of Concern may be considered when:

  • An investigation is ongoing
  • Available evidence is inconclusive
  • An institutional investigation has not yet been completed
  • Additional verification of data, ethical approval, consent, or documentation is required
  • There are credible concerns about community service implementation or reported outcomes

The Expression of Concern will be clearly linked to the article and may later be replaced by a correction, retraction, or other editorial notice when the investigation is completed.

Principles of Editorial Action

GENCARE will handle corrections, withdrawals, retractions, article removals, and expressions of concern in a fair, transparent, proportionate, and documented manner. Authors will normally be given an opportunity to respond to concerns before final editorial action is taken, except where urgent legal, privacy, or public safety considerations require immediate action.

Editorial actions are intended to preserve the integrity of the scholarly record rather than to punish authors.

Kebijakan Koreksi, Penarikan, Retraksi, dan Expression of Concern

GENCARE: Journal of Community Service in Health berkomitmen untuk menjaga akurasi, transparansi, keandalan, dan integritas rekam publikasi ilmiah. Jurnal mengikuti rekomendasi dan prinsip etika dari Committee on Publication Ethics (COPE) .

Apabila ditemukan kesalahan, informasi yang menyesatkan, permasalahan etika, pelanggaran publikasi, atau masalah signifikan lainnya pada naskah maupun artikel yang telah diterbitkan, GENCARE akan mengambil tindakan editorial yang sesuai dengan sifat dan tingkat keparahan permasalahan tersebut.

Koreksi

Koreksi merupakan tindakan editorial untuk memperbaiki kesalahan pada artikel yang telah diterbitkan tetapi tidak membatalkan keandalan, interpretasi, atau kesimpulan utama dari kegiatan pengabdian kepada masyarakat yang dilaporkan.

Koreksi dapat diterbitkan untuk:

  • Kesalahan pengetikan atau produksi
  • Kesalahan nama atau afiliasi penulis
  • Kesalahan pada tabel, gambar, caption, atau label
  • Kesalahan numerik atau deskriptif yang bersifat minor
  • Kesalahan informasi ucapan terima kasih atau sumber pendanaan
  • Ketidakakuratan minor dalam deskripsi program yang tidak mengubah kesimpulan utama

Corrigendum dapat diterbitkan apabila penulis menemukan kesalahan setelah publikasi, sedangkan editorial correction dapat diterbitkan apabila kesalahan berasal dari proses editorial atau produksi jurnal.

Koreksi akan diberi identifikasi yang jelas, diterbitkan sebagai pemberitahuan tersendiri apabila diperlukan, dan dihubungkan secara permanen dengan artikel asli.

Kebijakan Penarikan Artikel

Penarikan artikel dapat dilakukan dalam kondisi khusus sebelum artikel menjadi bagian permanen dari versi final rekam publikasi ilmiah, terutama apabila ditemukan permasalahan etika, hukum, atau publikasi yang serius.

Alasan penarikan dapat mencakup:

  • Publikasi ganda atau pengiriman simultan
  • Plagiarisme berat atau pelanggaran hak cipta
  • Fabrikasi atau falsifikasi data dan dokumentasi program
  • Representasi palsu terhadap kegiatan pengabdian masyarakat
  • Pelanggaran etika serius terhadap peserta atau mitra masyarakat
  • Publikasi informasi peserta yang bersifat rahasia tanpa izin
  • Permasalahan hukum yang serius
  • Kesalahan publikasi besar yang tidak dapat diperbaiki secara memadai

Tindakan Editorial

Apabila penarikan diperlukan, pemberitahuan dapat memuat:

  • Judul artikel
  • Nama penulis
  • Alasan penarikan
  • Tanggal penarikan
“Artikel ini telah ditarik dari publikasi.”

Retraksi

Retraksi dilakukan apabila terdapat bukti yang jelas bahwa artikel yang telah diterbitkan mengandung permasalahan serius yang secara substansial mengurangi keandalan, integritas, atau validitas publikasi.

Kriteria Retraksi

Artikel dapat diretraksi apabila:

  • Data atau hasil evaluasi terbukti difabrikasi atau difalsifikasi
  • Ditemukan plagiarisme substansial
  • Terjadi publikasi ganda atau redundan
  • Pelaksanaan kegiatan atau keterlibatan masyarakat dilaporkan secara tidak benar
  • Ditemukan pelanggaran etika serius terhadap peserta, pasien, atau mitra masyarakat
  • Informed consent tidak diperoleh pada kondisi yang memerlukannya
  • Foto, dokumentasi, atau hasil kegiatan dimanipulasi secara material
  • Terjadi pelanggaran hak cipta yang serius
  • Kesalahan besar menyebabkan kesimpulan utama tidak lagi valid
  • Temuan atau klaim dalam artikel dinilai tidak lagi dapat dipercaya
  • Terbukti terdapat pelanggaran hukum atau etika yang serius

Tindakan Editorial

Apabila suatu artikel diretraksi, GENCARE akan:

  1. Menerbitkan pemberitahuan retraksi yang diberi identifikasi secara jelas
  2. Menjelaskan alasan retraksi
  3. Menyatakan pihak yang menginisiasi retraksi apabila relevan
  4. Menghubungkan pemberitahuan retraksi secara permanen dengan artikel asli
  5. Mempertahankan artikel dalam rekam publikasi dengan penandaan yang jelas bahwa artikel telah diretraksi
“RETRACTED: Artikel ini telah diretraksi dari publikasi. Silakan merujuk pada pemberitahuan retraksi untuk informasi lebih lanjut.”

Apabila secara teknis memungkinkan, file PDF artikel akan diberi tanda atau watermark RETRACTED.

Tindakan atas Pelanggaran Serius

Apabila pelanggaran serius terbukti, jurnal dapat mengambil tindakan yang proporsional sesuai prosedur etika publikasi. Tindakan tersebut dapat meliputi:

  • Pemberitahuan tertulis kepada penulis
  • Permintaan klarifikasi atau dokumentasi pendukung
  • Pembatasan sementara pengiriman naskah baru pada kasus serius atau berulang
  • Pemberitahuan kepada institusi penulis atau pihak terkait apabila diperlukan
  • Koreksi, expression of concern, atau retraksi terhadap publikasi terkait

Setiap tindakan didasarkan pada bukti dan proses penilaian editorial yang memadai, bukan hanya berdasarkan dugaan.

Penghapusan Artikel karena Alasan Hukum atau Keselamatan

Penghapusan penuh artikel yang telah dipublikasikan merupakan tindakan yang sangat jarang dilakukan dan hanya dapat dipertimbangkan apabila keberadaan artikel menimbulkan risiko hukum, privasi, etika, atau keselamatan publik yang serius.

Contohnya meliputi:

  • Perintah pengadilan yang memiliki kekuatan hukum
  • Konten yang melanggar hukum atau bersifat defamasi
  • Pelanggaran serius terhadap privasi pasien atau peserta
  • Publikasi informasi pribadi atau medis yang bersifat rahasia tanpa izin
  • Konten yang menimbulkan risiko serius dan langsung terhadap kesehatan atau keselamatan publik

Apabila artikel harus dihapus, metadata bibliografis dan pemberitahuan penjelasan pada umumnya tetap dipertahankan sejauh diperbolehkan secara hukum dan etika.

Substitusi Artikel

Penggantian artikel yang telah diterbitkan hanya dilakukan dalam kondisi yang sangat terbatas. Apabila artikel mengandung kesalahan serius tetapi versi yang diperbaiki masih dapat mempertahankan integritas rekam ilmiah, artikel asli dapat diretraksi dan digantikan dengan versi yang telah dikoreksi.

Artikel pengganti dan pemberitahuan terkait akan menjelaskan secara jelas alasan penggantian dan tetap dihubungkan dengan rekam publikasi asli.

Expression of Concern

Expression of Concern dapat diterbitkan apabila editor memiliki kekhawatiran yang beralasan mengenai integritas atau keandalan suatu artikel, namun bukti yang tersedia belum cukup untuk menerbitkan koreksi atau retraksi.

Expression of Concern dapat diterbitkan apabila:

  • Investigasi masih berlangsung
  • Bukti yang tersedia belum konklusif
  • Investigasi institusi belum selesai
  • Data, persetujuan etik, informed consent, atau dokumentasi masih memerlukan verifikasi
  • Terdapat kekhawatiran yang kredibel mengenai pelaksanaan atau hasil kegiatan pengabdian

Expression of Concern akan dihubungkan secara jelas dengan artikel terkait dan dapat digantikan kemudian dengan koreksi, retraksi, atau tindakan editorial lain setelah proses investigasi selesai.

Prinsip Tindakan Editorial

GENCARE menangani koreksi, penarikan, retraksi, penghapusan artikel, dan Expression of Concern secara adil, transparan, proporsional, dan terdokumentasi. Penulis pada umumnya akan diberikan kesempatan untuk memberikan tanggapan sebelum keputusan editorial final diambil, kecuali apabila terdapat kebutuhan mendesak terkait hukum, privasi, atau keselamatan publik.

Tindakan editorial bertujuan untuk menjaga integritas rekam publikasi ilmiah, bukan semata-mata memberikan hukuman kepada penulis.
