Publication Ethics
Publication Ethics and Malpractice Statement
GENCARE: Journal of Community Service in Health is committed to maintaining high standards of publication ethics and integrity. The journal's publication ethics and malpractice policies are guided by the principles and recommendations of the Committee on Publication Ethics (COPE). These principles apply to editors, reviewers, authors, the publisher, and all parties involved in the publication process.
GENCARE publishes scholarly articles reporting community service, community engagement, health empowerment, health education, community-based interventions, appropriate health technology, capacity-building programs, and other forms of community service in the health sciences. All parties are expected to uphold honesty, transparency, accountability, confidentiality, fairness, and respect for the rights and welfare of community participants.
Duties of Editors
Fair Play and Editorial Independence
Editors evaluate submitted manuscripts solely on their scholarly quality, originality, relevance, clarity, ethical appropriateness, contribution to community health practice, and consistency with the aims and scope of GENCARE. Editorial decisions are made without discrimination based on race, gender, sexual orientation, ethnicity, nationality, religious belief, political opinion, institutional affiliation, or other personal characteristics of the authors.
The Editor-in-Chief has responsibility and authority over the editorial content of the journal and publication decisions. Editorial decisions must remain independent of commercial, institutional, political, or other inappropriate external influences.
Confidentiality
Editors and editorial staff must maintain the confidentiality of submitted manuscripts. Information concerning a manuscript may only be disclosed to the corresponding author, reviewers, potential reviewers, editorial board members, or the publisher when necessary for the editorial process.
Disclosure and Conflicts of Interest
Editors must not use unpublished information contained in submitted manuscripts for personal research or benefit without the explicit written permission of the authors. Editors must declare any potential conflicts of interest and recuse themselves from handling manuscripts where such conflicts could affect editorial impartiality.
Publication Decisions
Manuscripts considered for publication undergo peer review by at least two reviewers with relevant expertise. The Editor-in-Chief makes the final publication decision based on the scholarly merit of the manuscript, the relevance and contribution of the community service program, reviewers' recommendations, compliance with ethical standards, and applicable legal requirements.
Handling Ethical Concerns
Editors, together with the publisher where appropriate, will investigate credible concerns regarding plagiarism, data fabrication or falsification, duplicate publication, inappropriate authorship, unethical treatment of community participants, undisclosed conflicts of interest, copyright infringement, or other forms of publication misconduct.
When an ethical concern is substantiated, GENCARE may publish a correction, retraction, expression of concern, or other appropriate editorial notice in accordance with internationally accepted publication ethics practices.
Duties of Reviewers
Contribution to Editorial Decisions
Peer review assists editors in making publication decisions and helps authors improve the quality, clarity, methodological description, community relevance, and practical contribution of their manuscripts.
Promptness
A reviewer who feels unqualified to review a manuscript or is unable to complete the review within the required period should promptly notify the editor and decline the invitation.
Confidentiality
Manuscripts received for review are confidential documents and must not be shared, discussed, copied, or used for personal purposes without authorization from the editor.
Standards of Objectivity
Reviews should be conducted objectively, constructively, and professionally. Reviewers should provide clear comments supported by appropriate reasoning. Personal criticism of authors is unacceptable.
Acknowledgement of Sources
Reviewers should identify relevant publications that have not been appropriately cited and should inform editors of substantial similarity or overlap between the submitted manuscript and other published or unpublished works known to them.
Conflicts of Interest
Reviewers should decline to review manuscripts where competitive, collaborative, financial, institutional, personal, or other relationships could create a conflict of interest.
Unpublished information obtained through peer review must remain confidential and must not be used for the reviewer's personal, academic, or professional advantage.
Duties of Authors
Reporting Standards
Authors should provide an accurate, transparent, and complete description of the community service activity reported in the manuscript. The manuscript should clearly describe the community problem, target population or partners, objectives, intervention or empowerment strategy, implementation procedures, evaluation methods, results, community benefits, limitations, and implications.
Where applicable, authors should provide sufficient information to allow similar community-based health programs to be replicated, adapted, or implemented in other settings.
Community Participation and Partnership
Authors are encouraged to demonstrate meaningful participation of community members, organizations, health facilities, cadres, schools, local governments, or other relevant partners in the planning, implementation, evaluation, or sustainability of the community service program.
Community partners should be treated respectfully and should not be portrayed merely as passive recipients of an intervention.
Originality and Plagiarism
Authors must ensure that submitted manuscripts are original. When the work, ideas, data, figures, photographs, instruments, or words of others are used, proper acknowledgment and citation must be provided.
Plagiarism, including copying, inappropriate paraphrasing, misappropriation of ideas, or presenting another person's work as one's own, constitutes unethical publishing behavior and will not be accepted.
Multiple, Duplicate, or Concurrent Submission
Authors must not submit the same manuscript simultaneously to more than one journal. Manuscripts substantially describing the same community service program should not be published repeatedly without clear justification, appropriate cross-referencing, and editorial approval.
Accuracy and Authenticity of Data
Data reported from community assessments, questionnaires, observations, screenings, program evaluations, interviews, pre-test/post-test assessments, or other evaluation activities must be accurate and authentic. Fabrication, falsification, manipulation, or selective reporting of data is unacceptable.
Data Access and Retention
Authors may be requested to provide supporting data or documentation during the editorial process. Where appropriate and ethically permissible, authors should retain relevant program records, evaluation data, documentation, and supporting materials in accordance with institutional, legal, and ethical requirements.
Authorship
Authorship should be limited to individuals who have made substantial contributions to the conception, design, implementation, evaluation, analysis, interpretation, drafting, or critical revision of the work and who approve the final version of the manuscript.
Individuals who provide administrative assistance, technical support, community coordination, general supervision, or other contributions that do not meet authorship criteria should be acknowledged appropriately.
Conflict of Interest and Funding
Authors must disclose financial and non-financial conflicts of interest that could influence the interpretation of their work. All sources of financial, institutional, governmental, organizational, or other support for the community service program must be transparently disclosed.
Acknowledgement of Sources
Authors must appropriately acknowledge publications, instruments, guidelines, community partners, institutions, and other sources that contributed to the reported activity.
Human Participants, Privacy, and Ethical Considerations
Community service activities involving individuals, families, patients, children, vulnerable populations, or other human participants must respect human dignity, privacy, confidentiality, autonomy, and applicable ethical principles.
Where the activity involves collection of identifiable personal data, clinical measurements, photographs, interviews, biological samples, or procedures that require ethical oversight, authors must obtain appropriate ethical approval or institutional authorization where required.
Informed consent must be obtained when required, particularly for the publication of identifiable photographs, personal information, clinical information, testimonials, or other materials that could identify participants.
Safety of Community Interventions
Authors must ensure that health education, screening, treatment-related activities, medical procedures, use of equipment, medicines, health technologies, or other interventions are conducted by appropriately qualified personnel and in accordance with relevant professional, institutional, and legal standards.
Peer Review
Authors are expected to cooperate fully with the peer-review process and respond systematically and professionally to reviewers' and editors' comments. Revised manuscripts should be submitted within the timeframe specified by the journal.
Fundamental Errors in Published Works
If authors discover a significant error or inaccuracy in their published article, they must promptly notify the journal and cooperate with the editors in correcting or retracting the article when necessary.
Duties of the Publisher
Editorial Independence
Genius Publishing (CV. Gerbang Ilmu Nusantara), as the publisher of GENCARE, supports the editorial independence of the journal and does not interfere with editorial decisions based on inappropriate commercial, political, or personal interests.
Handling Unethical Publishing Behaviour
In cases of alleged or proven publication misconduct, the publisher will work with the editorial team to investigate the matter and take appropriate corrective action. Such actions may include corrections, clarifications, expressions of concern, or article retraction.
Access and Preservation
The publisher is committed to maintaining accessibility and long-term preservation of scholarly content through appropriate digital archiving, journal management systems, and preservation mechanisms.
Summary of Ethical Responsibilities
Section A: Publication and Authorship
- All manuscripts are subject to peer review by at least two reviewers.
- GENCARE applies a blind peer-review process.
- Evaluation considers relevance, originality, scholarly quality, community benefit, clarity, ethics, and contribution.
- Editorial decisions may include acceptance, revision, resubmission, or rejection.
- Revision does not guarantee acceptance.
- Rejected manuscripts may be declined from further consideration.
- Publication must comply with copyright, plagiarism, privacy, and other applicable legal requirements.
- The same manuscript must not be published simultaneously in multiple journals.
Section B: Authors' Responsibilities
- Authors must submit original work.
- The manuscript must not have been previously published in substantially the same form.
- The manuscript must not be under consideration by another journal.
- Authors must participate responsibly in peer review.
- Authors must correct or retract serious errors when necessary.
- All listed authors must have made substantial contributions.
- All reported data and program outcomes must be authentic.
- Conflicts of interest and funding must be disclosed.
- All relevant sources must be appropriately acknowledged.
- Ethical, privacy, and consent requirements must be respected.
Section C: Reviewers' Responsibilities
- Reviewers must maintain manuscript confidentiality.
- Reviews must be objective and free from personal criticism.
- Comments should be clear and supported by appropriate reasoning.
- Relevant uncited literature should be identified where appropriate.
- Substantial overlap with other works should be reported to the editor.
- Reviewers with conflicts of interest must decline the review.
Section D: Editors' Responsibilities
- Editors are responsible for editorial decisions.
- Editors must safeguard the quality and integrity of published content.
- Editors must treat authors and reviewers fairly.

Pernyataan Etika Publikasi dan Malpraktik
GENCARE: Journal of Community Service in Health berkomitmen menjaga standar etika publikasi dan integritas ilmiah yang tinggi. Kebijakan etika publikasi dan penanganan malpraktik jurnal mengacu pada prinsip dan rekomendasi Committee on Publication Ethics (COPE). Ketentuan ini berlaku bagi editor, reviewer, penulis, penerbit, dan seluruh pihak yang terlibat dalam proses publikasi.
GENCARE mempublikasikan artikel ilmiah mengenai pengabdian kepada masyarakat, keterlibatan masyarakat, pemberdayaan kesehatan, pendidikan kesehatan, intervensi berbasis masyarakat, teknologi tepat guna bidang kesehatan, peningkatan kapasitas, serta berbagai bentuk pengabdian kepada masyarakat di bidang ilmu kesehatan.
Peran dan Tanggung Jawab Editor
Keadilan dan Independensi Editorial
Editor menilai naskah berdasarkan kualitas ilmiah, orisinalitas, relevansi, kejelasan, kelayakan etis, kontribusi terhadap praktik pengabdian masyarakat bidang kesehatan, serta kesesuaiannya dengan fokus dan ruang lingkup GENCARE.
Penilaian dilakukan tanpa mempertimbangkan ras, jenis kelamin, orientasi seksual, etnis, kewarganegaraan, agama, pandangan politik, afiliasi institusi, maupun karakteristik pribadi penulis lainnya. Editor-in-Chief memiliki kewenangan terhadap keputusan editorial dan publikasi jurnal.
Kerahasiaan
Editor dan staf editorial wajib menjaga kerahasiaan naskah yang dikirimkan. Informasi mengenai naskah hanya dapat diberikan kepada penulis korespondensi, reviewer, calon reviewer, anggota dewan editorial, dan penerbit sejauh diperlukan dalam proses editorial.
Pengungkapan dan Konflik Kepentingan
Editor tidak diperkenankan menggunakan informasi yang belum dipublikasikan untuk kepentingan pribadi tanpa persetujuan tertulis dari penulis. Editor wajib mengungkapkan konflik kepentingan dan tidak menangani naskah apabila terdapat hubungan yang dapat memengaruhi objektivitas keputusan editorial.
Keputusan Publikasi
Naskah yang dipertimbangkan untuk diterbitkan menjalani proses peer review oleh sekurang-kurangnya dua reviewer yang kompeten. Keputusan akhir publikasi ditetapkan oleh Editor-in-Chief dengan mempertimbangkan kualitas ilmiah, manfaat program pengabdian, rekomendasi reviewer, kepatuhan terhadap etika, serta ketentuan hukum.
Penanganan Permasalahan Etika
Editor bersama penerbit akan menindaklanjuti dugaan plagiarisme, fabrikasi atau falsifikasi data, publikasi ganda, kepengarangan yang tidak tepat, pelanggaran hak peserta atau mitra masyarakat, konflik kepentingan yang tidak diungkapkan, pelanggaran hak cipta, dan bentuk pelanggaran etika publikasi lainnya.
Apabila pelanggaran terbukti, jurnal dapat menerbitkan koreksi, pencabutan artikel (retraction), expression of concern, atau tindakan editorial lain yang sesuai.
Peran dan Tanggung Jawab Reviewer
Kontribusi terhadap Keputusan Editorial
Peer review membantu editor menentukan kelayakan naskah dan membantu penulis meningkatkan kualitas ilmiah, kejelasan, relevansi komunitas, deskripsi intervensi, evaluasi, dan kontribusi praktis naskah.
Ketepatan Waktu
Reviewer yang merasa tidak memiliki kompetensi yang sesuai atau tidak dapat menyelesaikan penelaahan dalam waktu yang ditentukan harus segera memberitahukan editor dan menolak undangan review.
Kerahasiaan
Naskah yang diterima untuk ditelaah merupakan dokumen rahasia. Naskah tidak boleh disebarluaskan, diperbanyak, atau didiskusikan dengan pihak lain tanpa izin editor.
Objektivitas
Review harus dilakukan secara objektif, konstruktif, dan profesional. Komentar harus disampaikan secara jelas disertai argumentasi yang memadai. Kritik personal terhadap penulis tidak diperkenankan.
Pengakuan Sumber
Reviewer diharapkan mengidentifikasi referensi relevan yang belum dicantumkan serta melaporkan kepada editor apabila menemukan kemiripan atau tumpang tindih substansial dengan karya lain.
Konflik Kepentingan
Reviewer wajib menolak proses review apabila memiliki hubungan kompetitif, kolaboratif, finansial, institusional, pribadi, atau hubungan lain yang dapat menimbulkan konflik kepentingan.
Peran dan Tanggung Jawab Penulis
Standar Pelaporan
Penulis harus menyajikan laporan kegiatan pengabdian kepada masyarakat secara akurat, transparan, dan lengkap. Naskah perlu menjelaskan permasalahan mitra atau masyarakat, sasaran kegiatan, tujuan, metode atau bentuk intervensi, proses pelaksanaan, metode evaluasi, hasil, manfaat bagi masyarakat, keterbatasan, dan implikasi program.
Apabila memungkinkan, informasi harus disajikan secara memadai agar program dapat direplikasi, diadaptasi, atau dikembangkan pada komunitas atau konteks lain.
Keterlibatan dan Kemitraan Masyarakat
Penulis dianjurkan menunjukkan keterlibatan bermakna masyarakat, organisasi, fasilitas pelayanan kesehatan, kader, sekolah, pemerintah daerah, maupun mitra lainnya dalam perencanaan, pelaksanaan, evaluasi, atau keberlanjutan program.
Masyarakat harus diperlakukan sebagai mitra dalam proses pemberdayaan dan tidak semata-mata diposisikan sebagai penerima pasif kegiatan.
Orisinalitas dan Plagiarisme
Penulis harus memastikan bahwa naskah merupakan karya orisinal. Penggunaan ide, data, teks, gambar, instrumen, maupun karya pihak lain harus disertai atribusi dan sitasi yang tepat.
Plagiarisme dalam bentuk apa pun merupakan pelanggaran etika publikasi dan tidak dapat diterima.
Publikasi Ganda atau Pengiriman Simultan
Penulis tidak diperkenankan mengirimkan naskah yang sama secara bersamaan ke lebih dari satu jurnal. Program pengabdian yang sama tidak boleh dipublikasikan berulang kali tanpa alasan yang sah, rujukan silang yang sesuai, dan persetujuan editorial.
Keakuratan dan Keaslian Data
Data yang berasal dari survei, skrining, observasi, wawancara, kuesioner, evaluasi program, pre-test/post-test, atau kegiatan evaluasi lainnya harus dilaporkan secara akurat dan autentik. Fabrikasi, falsifikasi, manipulasi, dan pelaporan data secara selektif tidak diperkenankan.
Akses dan Penyimpanan Data
Editor dapat meminta data atau dokumentasi pendukung selama proses editorial. Penulis harus menyimpan dokumentasi kegiatan dan data evaluasi sesuai dengan kebijakan institusi, ketentuan hukum, dan prinsip etika yang berlaku.
Kepengarangan
Nama penulis hanya diberikan kepada individu yang memberikan kontribusi substansial terhadap perencanaan, desain, pelaksanaan, evaluasi, analisis, interpretasi, penulisan, atau revisi ilmiah naskah dan menyetujui versi akhir artikel.
Pihak yang memberikan bantuan administratif, teknis, koordinasi lapangan, dukungan umum, atau kontribusi lain yang tidak memenuhi kriteria kepengarangan sebaiknya dicantumkan dalam bagian ucapan terima kasih.
Konflik Kepentingan dan Pendanaan
Penulis wajib mengungkapkan konflik kepentingan finansial maupun non-finansial yang berpotensi memengaruhi pelaksanaan atau interpretasi kegiatan. Seluruh sumber pendanaan dan dukungan institusional juga harus dijelaskan secara transparan.
Etika, Privasi, dan Peserta Manusia
Kegiatan pengabdian yang melibatkan individu, keluarga, pasien, anak-anak, lansia, kelompok rentan, atau peserta manusia lainnya harus menghormati martabat manusia, privasi, kerahasiaan, otonomi, serta prinsip etika yang berlaku.
Apabila kegiatan melibatkan pengumpulan data pribadi yang dapat diidentifikasi, pengukuran klinis, wawancara, pengambilan sampel, foto peserta, atau prosedur yang memerlukan penilaian etik, penulis harus memperoleh persetujuan etik atau izin institusional sesuai kebutuhan.
Informed consent harus diperoleh apabila diperlukan, terutama dalam publikasi foto yang dapat mengidentifikasi peserta, informasi pribadi, data klinis, testimoni, atau materi lain yang memungkinkan identitas peserta diketahui.
Keselamatan Intervensi
Kegiatan pendidikan kesehatan, skrining, pemberian tindakan, penggunaan obat, penggunaan peralatan kesehatan, teknologi kesehatan, atau intervensi lainnya harus dilakukan oleh personel yang kompeten dan sesuai dengan standar profesi, institusi, dan ketentuan hukum.
Proses Peer Review
Penulis wajib berpartisipasi secara aktif dan profesional dalam proses peer review. Penulis harus menanggapi komentar reviewer dan editor secara sistematis serta mengirimkan revisi sesuai dengan batas waktu yang ditetapkan.
Kesalahan dalam Artikel yang Telah Dipublikasikan
Apabila penulis menemukan kesalahan signifikan dalam artikel yang telah diterbitkan, penulis harus segera menghubungi editor dan bekerja sama dalam proses koreksi atau pencabutan artikel apabila diperlukan.
Peran dan Tanggung Jawab Penerbit
Independensi Editorial
Genius Publishing (CV. Gerbang Ilmu Nusantara) sebagai penerbit GENCARE mendukung independensi editorial jurnal dan tidak melakukan intervensi terhadap keputusan editorial berdasarkan kepentingan komersial, politik, pribadi, atau kepentingan lain yang tidak semestinya.
Penanganan Pelanggaran Etika Publikasi
Dalam kasus dugaan atau terbuktinya pelanggaran publikasi, penerbit bekerja sama dengan editor untuk melakukan investigasi dan mengambil tindakan yang diperlukan, termasuk koreksi, klarifikasi, expression of concern, atau pencabutan artikel.
Akses dan Preservasi
Penerbit berkomitmen menjaga ketersediaan dan pelestarian jangka panjang konten ilmiah GENCARE melalui sistem pengelolaan jurnal, arsip digital, dan mekanisme preservasi yang relevan.
Ringkasan Tanggung Jawab Etika
Section A: Publikasi dan Kepengarangan
- Seluruh naskah melalui peer review oleh sekurang-kurangnya dua reviewer.
- GENCARE menggunakan sistem blind peer review.

Section B: Tanggung Jawab Penulis
- Penulis harus mengirimkan karya orisinal.
- Naskah tidak boleh telah dipublikasikan sebelumnya dalam bentuk yang secara substansial sama.
- Naskah tidak sedang dipertimbangkan oleh jurnal lain.
- Penulis wajib berpartisipasi dalam peer review.
- Kesalahan serius harus dikoreksi atau ditarik apabila diperlukan.
- Semua penulis harus memiliki kontribusi substansial.
- Data dan hasil program harus autentik.
- Konflik kepentingan dan sumber pendanaan harus diungkapkan.
- Semua sumber harus diakui dengan tepat.
- Etika, privasi, dan informed consent harus diperhatikan.
Section C: Tanggung Jawab Reviewer
- Reviewer wajib menjaga kerahasiaan naskah.
- Penilaian harus objektif dan tanpa kritik personal.
- Komentar harus jelas dan disertai argumentasi.
- Referensi relevan yang terlewat dapat disampaikan kepada penulis.
- Kemiripan substansial dengan karya lain harus dilaporkan kepada editor.
- Reviewer dengan konflik kepentingan harus menolak penelaahan.

- Editor bertanggung jawab atas keputusan editorial.
